California Independent System Operator (ISO). California ISO is the public, not-for-profit agency that operates the wholesale transmission grid. It ensures equal access to power lines, including helping renewable energy resources to gain access to the grid and its markets.

Citizens Energy Corporation. Founded by Joseph Kennedy II, Citizens Energy Corporation is a nonprofit organization that uses market opportunities to raise funds for needy causes, including energy subsidies for the poor. According to a representative, this group will invest $200 million in the Green Path North Project and dedicate 50 percent of its returns on energy subsidies to low-income customers of LADWP and IID.

Imperial Irrigation District (IID). IID is the sixth largest electrical utility in California and the largest transmitter of geothermal energy in the U.S. IID serves over 138,000 customers in Imperial and parts of Riverside and San Diego Counties.

Los Angeles Department of Water & Power (LADWP). LADWP is the nation's largest municipally owned utility. It serves more than 3.9 million people with 1.4 million service connections. It is governed by a board of five mayor-appointed members. LADWP's 2005/2006 budget was $3.16 billion.
